Resources for Home Repair The Illinois Department of Commerce and Economic Opportunity (DCEO) has a housing rehabilitation component to the Community Development Assistance Program (CDAP).  CDAP funds are awarded to local governments to conduct home repair programs in targeted areas of their community.  Check on this site to see if your community has received or will receive funds. USDA Rural Development’s program for rural lower income residents can apply for a Section 504 Very Low-Income Housing Repair Loan or Grant.  Loans of up to $20,000 area available at a 1% interest rate to be repaid up to 20 years.  Limited grants area also available to eligible applicants who are 62 years of age or older.
